Effie C. Ballard, 60, of Central City, Kentucky, formerly of Richmond, wife of Freddie Ballard, passed away Monday, June 12, 2017, at the Jewish Hospital in Louisville, Kentucky.
Effie was born on November 23, 1956, in Madison County, the daughter of the late Homer and Nancy Hicks Conner. For the last 27 years, Effie and her husband Fred, have served the Church of God (Cleveland, Tenn.), she as an ordained Minister and Fred as an ordained Bishop. Currently, they were serving the Central City Church of God in Central City, Kentucky. She was a former employee of Eastern Kentucky University.
Survivors include: her husband, Pastor Freddie S. "Fred" Ballard; two sons, Jared S. Ballard (Amber) and Jason B. Ballard (Felicia); four grandchildren, Bryan S. Ballard, Kayla R. Ballard, Jason Elijah Ballard and Krystina D. Ballard; three great-grandchildren, Neveah R. Ballard, Michael S. Ballard and Peyton M. Combs; one brother, Homer Conner Jr. (Alice); two sisters, Katie Gross and Lena Parrish; as well as several nieces, nephews and dear friends.
In addition to her parents, she was preceded in death by a sister, Joyce Florence, and two brothers, Tom Conner and Howard Conner.
Funeral service will be conducted at 1:30 p.m. Friday, June 16, 2017, at the Combs, Parsons & Collins Funeral Home with Pastor Steven D. Leach and Rev. Phillip Payne officiating. Burial will follow in the Richmond Cemetery.
Visitation will be from 4-9 p.m. Thursday at the funeral home.
Pallbearers will be: Jared Ballard, Jason Ballard, Bryan Ballard, Elijah Ballard, Bro. Geral Richardson and Rodney Richardson.
